Instructors

David Batts, John King, CIH
Mr. Batts, is a Senior Trainer and Natural Resource Planner with experience in environment impact assessment, natural resource management, environmental training, and regulatory compliance. He has been providing NEPA training for over ten years to all major federal agencies, including FHWA and state DOTs. Mr. Batts has served as Project Manager, Task Manager, and Technical Specialist for over 100 EISs/EAs, biological and wetland assessments, natural resource management plans, and other documents subject to review under NEPA, the Endangered Species Act, the Clean Water Act, and other federal and state environmental laws and regulations. In addition to training, Mr. Batts has prepared numerous NEPA documents for infrastructure projects, which gives him the skills to provide students will real world applications and the ability to share “lessons learned” with his students.


Mr. King, is an environmental engineer and scientist with over 25 years of experience in environmental studies,engineering, and NEPA compliance. He is responsible for directing complex environmental studies. Mr. King has taught numerous NEPA training classes, with attendees from the federal Departments of Agriculture, Defense, Commerce, Interior,General Services Administration, Transportation, and as well as the EPA and numerous state and local agencies. His project experience includes complex NEPA-compliance projects, as well as associated supporting documentation to comply with natural resource, water and air regulations.

Angie Nelson
Mr. Nelson, is an environmental planner with over nine years of environmental consulting experience. She is intimately familiar with multiple State Departments of Transportation as well as Federal Highway Administration (FHWA) policies and regulations, and has worked on multiple federal-aid highway projects throughout the US. She has extensive experience in preparing EISs, EAs, and Categorical Exclusions in accordance with NEPA. Additionally, Ms.Nelson is an expert in public and agency involvement; regulatory compliance; environmental permitting on local, state, and federal levels; natural resource planning; and ecological principles. Her experience includes public land management projects; transportation projects for roadways,
multiple-use recreational pathways, and public transit facilities; water-supply projects; recreational planning projects; and transmission and distribution projects. Ms. Nelson has taught multiple NEPA training classes. She is an instructor for a NEPA training seminar conducted nationwide for federal employees, and has tailored her NEPA training to include state DOT and FHWA requirements.Ms.Nelson’s expertise also includes Section 4(f ) of the Department of Transportation Act.

Course Description

If your project receives federal money or is located on federal land you need to comply with the National Environmental Policy Act (NEPA). From news articles, and probably from your personal experience, you know that complying with NEPA can significantly delay your project and increase your costs. This two-day seminar provides training on NEPA basics and how to navigate the process effectively. We explain the differences between what different federal agencies may require of you and why early contact with them is critical. Integration with other laws, such as the Clean Water Act and SAFETEA-LU, are described. The seminar provides sound information on what you need to do, and when, to ensure that you complete your project on-schedule. We brief you on the five most common delays and what you can do to prevent them.
