Chris A. Johnson, P.E., CFM
Mr. Johnson is a senior hydrologist with Dodson & Associates, Inc. (Houston, Texas). He is a Nationally Certified Floodplain Manager with over 17 years of experience in water resources engineering.

His experience covers virtually all phases of the design process, including feasibility studies, planning studies, preliminary design, preparation of bidding documents, and forensic analysis.

Most of his experience including hydrologic and hydraulic modeling using HEC computer programs such as HEC-1, HEC-2, HEC-HMS, and HEC-RAS. He has prepared a flood insurance study, numerous CLOMR and LOMR submittals, and has served as a panel speaker with FEMA representatives in a recent training video on floodplain mapping.

Course Description

This training course will provide a two-day overview of how the National Flood Insurance Program works from the standpoint of the local community officials and engineering consultants who must comply with the program. An introduction to the program is provided, along with details of how flood insurance studies are performed, how the studies are used in the program, and how study results can be revised as needed.

Some of the topics that will be covered in this training course include:

  • History and background information on the National Flood Insurance Program
  • The legal and regulatory basis for the program
  • The role of the federal government, the states, the local communities, private insurance companies, the engineering consulting community, and others
  • Compliance and Enforcement Actions: Potential penalties for local communities, engineers, and developers
  • The technical basis of the National Flood Insurance Program
  • Important definitions
  • Contents of a flood insurance study
  • Methods of performing hydrologic and hydraulic analyses for flood insurance studies
  • Mapping standards used in flood insurance studies
  • Methods of changing or correcting flood insurance studies
  • Standards and procedures for (conditional) letters of map amendment (LOMA), map revisions (LOMR), and physical map revisions (PMR).
